MEET THE TEAM

Co-Founder
Joel Leineke
Before Joel Leineke joined forces with Joshua Estrella to form Utilion in 2018, his decades of diversified experience was preceded by a Bachelor of Science in Economics from California State University, Sacramento. Most recently, Leineke was the President of RES Systems 3 for six years. There, he managed all day-to-day operations, including financial and administrative oversight of the organization. In addition, he oversaw a new division that continued the company’s expansion into the utility transmission and distribution sector. In his new, 100% veteran-owned venture with Estrella, Utilion expertly services wastewater, energy, construction, engineering and utilities needs.

Founder & President
Joshua Estrella
Utilion, a 100% veteran-owned and operated company, was formed by Joshua Estrella and co-founder Joel Leineke in 2018 with a mission to do great work while giving back to the community. It was also formed to act as "Sub-Hub" with a vision of being a trusted source for quality, specialty subcontracting services. Estrella’s expertise lies in team building, project management, government and utilities. Prior to the formation of Utilion, Estrella was the Senior Project Manager at NEXGEN Utility Management, where he managed the PMO office and implemented asset management systems for utilities. Most notably, he was a Squad Leader in the 75th Ranger Regiment of the U.S. Army and served six years in special operations with multiple overseas combat deployments.
